Affordable Housing is essential in Derbyshire Dales

We all need somewhere to live and our children need to be able to move into their own homes. 

More homes are needed in rural areas but large scale developments should not cover our precious Derbyshire rural landscapes.

Brown field sites need to be priority areas for development - with subsidies if necessary.

Our submission:

Affordable home ownership – we need:


• A better definition of affordability, embracing both rental and home ownership sectors – helping those on modest incomes to rent or buy homes.


• A big increase in supply of public and private housing.


• To support innovative collective schemes e.g. co-housing, housing co-ops, community land trusts, with mixed tenure and ages (though not at the expense of more traditional solutions.)


• Financial support for young buyers.


• To address issues in rural areas, including National Parks e.g. high cost of homes and renting, exemption of small sites from requirement to provide affordable homes. Use local residence clauses to help first time buyers. Require  local planning & housing authorities to show how they intend to meet agreed housing need, including collaboration with neighbouring authorities.


• To tackle inequality,  making better use of existing stock e.g. via extending council tax bands, raising capital gains tax, enabling local authorities to intervene more quickly to deal with vacant property, encouraging renting out of spare rooms.


• Second and holiday homes to be included in fairer property tax system – giving power to local authorities to levy higher rates. Enable local authorities and communities where this is a major issue to require (planning) change of use.

 

Rental sector


• Enable local authorities and housing associations to build more homes for rent e.g. by using publically owned land; end enforced sale of council houses under the Housing Act; support and extend funding for 'Extra Care' type initiatives for older residents.


• Restore funding for housing associations to 2010 levels.


• Tackle issue of private land holders blocking suitable sites , or hoarding land.


• Ensure all landlords are registered and that they comply with minimum standards.


• Restore requirement on developers to provide a locally agreed proportion of affordable housing as part of market housing developments, including in rural areas.


• Tackle issue of landlords and gang masters exploiting migrant workers e.g through overcrowding, taking rent off wages.

 

Skills shortage

 

• Invest in post 16 education, including FE Colleges to develop construction training, especially in sustainable building.


• Support training in heritage and traditional building skills.


• Encourage more women and ethnic minorities to go into construction.


• Insist on high environmental and design standards, including greater energy efficiency and sustainability.


• Create employment and training opportunities through a large scale programme of uprating energy efficiency and the standard of existing housing stock.


• Support small building companies ( especially important in rural areas.)


• Integrate high quality training into new public sector building programmes.

 

 

Labour ACHIEVED IMPORTANT improvements last time – notably in standards for public housing, in numbers of homes built, and resources available for housing associations.

However there weren't enough affordable homes built, and little was done to tackle housing inequality.


There were also good policies in 2015, such as the 200,000 target, scrapping the bedroom tax, and tackling the private rented sector crisis. But there wasn't enough on giving local authorities the resources as well as powers to intervene, or on dealing with the growing scale of housing inequality. Nor was there a strong enough rural dimension.


The situation now, especially with the Housing and Planning Act, is much worse. Labour needs a far bolder set of policies. We also urgently need a campaigning strategy to expose the causes of the housing crisis, help support and develop opposition to the Tories' legislation, and promote alternative ways forward.

 

A radical housing programme, capturing something of the scale and ambition of 1945 will resonate with the people of Britain.
